International organization without China and Russia would have no meaning

岸田首相も国連安保理の改革について語られています。
ロシアと中国の動きを見ると、彼ら以外の誰もが、常任理事国の構成と、常任理事国が有する"拒否権"がもたらす機能不全をどうにかしなければならないと考えていると思われます。
しかし、その根源的な問題により、改革の展望が見えず皆を暗い気持ちにさせます。

常任理事国として、いつどのように中華民国が中華人民共和国に、ソビエト連邦がロシアになったのか、
そもそも違うでしょうと声を大にしても、中露抜きの国際機関など、まして軍事的には全く意味がないだろうから仕方がないのでしょう。
無力感を払う手段はないのでしょうか。

第5章　安全保障理事会

【構成】

第23条
安全保障理事会は、15の国際連合加盟国で構成する。
中華民国、フランス、ソヴィエト社会主義共和国連邦、グレート・ブリテン及び北部アイルランド連合王国及びアメリカ合衆国は、安全保障理事会の常任理事国となる。
総会は、第一に国際の平和及び安全の維持とこの機構のその他の目的とに対する国際連合加盟国の貢献に、更に衡平な地理的分配に特に妥当な考慮を払って、安全保障理事会の非常任理事国となる他の10の国際連合加盟国を選挙する。

安全保障理事会の非常任理事国は、2年の任期で選挙される。
安全保障理事会の理事国の定数が11から15に増加された後の第1回の非常任理事国の選挙では、追加の4理事国のうち2理事国は、1年の任期で選ばれる。
退任理事国は、引き続いて再選される資格はない。

安全保障理事会の各理事国は、1人の代表を有する。

Prime Minister Kishida has also talked about reforming the UN Security Council.
Looking at the moves of Russia and China, it seems that everyone but them believes that something must be done about the dysfunction caused by the permanent membership of the Council and the "veto power" that the permanent members have.
But the fundamental problem makes everyone feel gloomy about the prospects for reform.

As a permanent member of the Council, one may wonder how and when the Republic of China became the People's Republic of China and the Soviet Union became Russia.
Even if we say out loud that they were different in the first place, it is probably inevitable that an international organization without China and Russia, much less a military one, would be completely meaningless.
Is there no way to dispel the feeling of helplessness?

Article 23

The Security Council shall consist of fifteen Members of the United Nations.
The Republic of China, France, the Union of Soviet Socialist Republics, the United Kingdom of Great Britain and Northern Ireland, and the United States of America shall be permanent members of the Security Council.
The General Assembly shall elect ten other Members of the United Nations to be non-permanent members of the Security Council, due regard being specially paid, in the first instance to the contribution of Members of the United Nations to the maintenance of international peace and security and to the other purposes of the Organization, and also to equitable geographical distribution.

The non-permanent members of the Security Council shall be elected for a term of two years.
In the first election of the non-permanent members after the increase of the membership of the Security Council from eleven to fifteen, two of the four additional members shall be chosen for a term of one year.
A retiring member shall not be eligible for immediate re-election.

Each member of the Security Council shall have one representative.
